BT and Verizon Are Building an International Connectivity Platform

What if telecom is no longer organised around operators, but around enterprise infrastructure platforms?
For decades, telecommunications was organised around national operators. Networks were built domestically, spectrum was licensed nationally and competition largely unfolded within regulatory borders. International connectivity existed, but mostly as an extension of national infrastructure. That architecture may now be changing.
BT and Verizon announced plans to combine their international enterprise businesses into a 50/50 joint venture, creating a platform serving thousands of multinational organisations across more than 180 countries. The structure itself is revealing.
The new entity will be built around BT International, including BT’s increasingly software-defined Global Fabric platform, alongside Verizon’s international enterprise wireline activities. To achieve an equal ownership structure, Verizon will provide a $625 million equalisation payment to BT. The company will be incorporated in Jersey, headquartered in the United Kingdom and led by incoming CEO-designate Martijn Blanken, former executive at KPN, Telstra and EXA Infrastructure.
Perhaps the most interesting question is not what BT and Verizon are building. But what telecom is becoming.
🟦 Is Telecom Becoming an Infrastructure Platform?
For years, telecom operators competed on coverage, spectrum and national market share. Yet AI changes the economics of connectivity. Artificial intelligence requires compute, but it also requires infrastructure between compute.
Datacentres need interconnection. Cloud environments require secure orchestration. Multinational companies increasingly expect networks that span clouds, regions, jurisdictions and digital ecosystems. Connectivity is gradually evolving from transport into coordination. Perhaps this explains why operators increasingly speak the language of platforms rather than carriers.
The ambition appears clear. Build an international enterprise layer large enough to remain strategically relevant in the age of AI.
🟦 Whose Sovereignty Is Being Built?
The announcement also introduces an interesting paradox. Telecommunications is increasingly discussed through the language of sovereignty, resilience and strategic autonomy. Yet this new platform will operate from outside the European Union’s legal architecture, headquartered in post-Brexit Britain and incorporated in Jersey.
Which raises a simple question. Whose sovereignty is being protected? National sovereignty? Corporate sovereignty? Or something else entirely?
Rather than reinforcing state-centric infrastructure, BT and Verizon may be constructing something different altogether. A private transnational layer designed to allow capital, data and digital services to move seamlessly across jurisdictions.
In that sense, sovereignty itself may increasingly become an enterprise service.
🟦 Have Telecom Operators Accepted Their New Role?
Another interpretation is less ambitious. Perhaps telecom operators are not reclaiming strategic power. Perhaps they are adapting to losing it. Hyperscalers increasingly control compute, cloud platforms, AI models and software ecosystems. The largest margins reside there.
Telecom companies remain responsible for the physical systems connecting these environments together. Network infrastructure remains indispensable. But indispensability does not necessarily imply dominance.
This raises an uncomfortable question. Are BT and Verizon building an AI infrastructure champion? Or are they becoming highly sophisticated providers of digital plumbing for companies such as Microsoft, Amazon and Google?
The answer may determine whether telecom remains a strategic sector or gradually becomes an invisible utility layer beneath the platform economy.
🟦 Expansion or Strategic Retrenchment?
There is also a less glamorous interpretation. Both BT and Verizon have spent years pursuing efficiency programmes, cost reductions and portfolio simplification.
BT has sold international assets and increasingly prioritised the United Kingdom. Verizon has become more selective internationally.
Scale therefore may no longer represent ambition alone. It may represent necessity. Sharing capital intensity. Sharing operational complexity. Sharing risk.
The result may be less a story about expansion and more a story about survival. Because perhaps the defining characteristic of telecom in the AI era is not growth. It is the inability to remain globally competitive alone.
The BT–Verizon joint venture therefore tells us something larger about the future of telecommunications.
For decades operators built national networks. Tomorrow they may compete as enterprise infrastructure platforms. And the question is no longer who owns the network. But who orchestrates the systems that sit above it.
