Why Washington should pay attention to Europe’s new technology strategy

For years, discussions about global technology leadership followed a familiar script. The United States was seen as the innovator. China was seen as the manufacturer. Europe was seen as the regulator. That narrative is becoming increasingly outdated.

With the launch of the European Union’s new Tech Sovereignty Package, Brussels is signaling a broader ambition. The objective is no longer simply to regulate technology markets. It is to strengthen Europe’s position within the technologies and infrastructures that underpin the digital economy.

This shift matters not only for Europe. It also matters for the United States.

Beyond the Regulator Narrative

For many Americans, Europe’s role in technology has often been associated with regulation. The GDPR. The Digital Markets Act. The Digital Services Act.

Yet the technologies shaping the future economy increasingly depend upon capabilities that extend beyond software and platform governance. Semiconductors. Photonics. Cloud infrastructure. Artificial intelligence. Energy systems.

The question facing Europe is no longer how to regulate these technologies. It is how to participate more directly in building them.

At the same time, the United States has discovered that technological leadership depends upon more than innovation alone. The package links semiconductor policy to cloud infrastructure, AI development, energy systems and regional innovation ecosystems. In doing so, it reflects a broader understanding of how technological power operates.

Advanced chips require data centres. Data centres require energy. Innovation requires ecosystems. Competitiveness emerges not from individual technologies, but from the interaction between them. This systems-based perspective increasingly shapes European policy.

The Emerging European Model

The United States often competes through scale. China often competes through central coordination. Europe appears to be pursuing a third model. Distributed specialisation.

Rather than concentrating technological capabilities within a handful of dominant regions, Europe is attempting to connect specialised ecosystems across the continent.

Eindhoven. Leuven. Dresden. Grenoble. Stockholm. Milan. Individually, these regions are important. Collectively, they form an interconnected network of capabilities.

America may lead many of the world’s most advanced AI initiatives. Yet artificial intelligence ultimately depends upon semiconductors, energy systems, advanced manufacturing and specialised industrial expertise that extend far beyond Silicon Valley.

The success of Europe’s strategy may ultimately depend on whether these ecosystems can operate as a coherent system rather than a collection of independent clusters.

Why Americans Should Pay Attention

The significance of Europe’s strategy extends beyond Europe itself. American technology companies cannot scale artificial intelligence on software alone. They remain dependent upon physical infrastructure, energy systems, advanced manufacturing and highly specialised supply chains.

When Europe strengthens its semiconductor capabilities, expands its energy infrastructure, advances photonics research and develops resilient technology ecosystems, it contributes to the stability of the broader transatlantic technology landscape.

For Washington, a technologically capable Europe is not a protectionist threat. It may become one of the most important anchors of transatlantic friend-shoring in an era of growing geopolitical uncertainty.

A stronger European ecosystem could create new areas of competition. But it could also strengthen resilience across critical sectors that both sides increasingly depend upon.

From Regulation to Capability

For years, Europe was often defined by what it regulated. Increasingly, it wants to be defined by what it can build. Whether this strategy succeeds remains uncertain.

Building technological sovereignty is far more difficult than announcing it. But one thing is becoming clear.

The most important question is not whether Europe can match American scale or Chinese industrial capacity. It is whether Europe can become indispensable within the technologies and infrastructures that both powers increasingly rely upon.

That may ultimately be the real significance of the Tech Sovereignty Package. Europe is no longer asking how to participate in the digital economy. It is asking how to become impossible to ignore.
